While I agree a lot of SMBs have leveraged un-natural and were no doubt penalized in the recent algorithm changes, there are a huge base of local businesses for these queries with good content and clean link profiles.  The relative rise of the IYPs and directories seems to be outside of the reshuffle of locals.

A lot of those IYP&#039;s internal directory pages would have only natural backlinks or none (except internal links), but a lot of SMB&#039;s where actively promoting their websites with backlinks (particularly) on keywords that had commercial intent and search volume.

All to often marketers and SEM agencies believe that local is as simple as adding town names to their keyword list or modifying their match type.  To your list of tactics, I would add cityguides (e.g., Patch, Citygrid) Internet Yellow Pages, Mobile search (e.g., xAd, AT&amp;T) and social + ratings and reviews sites (e.g., Yelp).  

Local search requires a review on many small lead sources that scale on volume.
