1) Local Search is as easy as changing your “match type” to broad match so that your keywords will be appended to geo-terms?

Local search is much more than changing “match type” to broad.
I would start with how Google’s algorithm has changed to local in nature. I will use Google bc it control 80% of the market.
First, Google Place Page should be claimed and optimized-Geographic locations listed, video added, photos, etc. Finally, you should send all info to Local Feeds to assure correct data at the source like Google, Yahoo, Bing, Garmin to name a few.
I am just going to start with this simple process that most do not know about because it is affordable and works. By claiming your Google Place Page in time it will help with your websites Page Rank/Quality score which helps with your are plugged into the formula that determines your keyword price.

I could not agree with you more. You raise some very important tactics.
All to often marketers and SEM agencies believe that local is as simple as adding town names to their keyword list or modifying their match type. To your list of tactics, I would add cityguides (e.g., Patch, Citygrid) Internet Yellow Pages, Mobile search (e.g., xAd, AT&T) and social + ratings and reviews sites (e.g., Yelp).
Local search requires a review on many small lead sources that scale on volume.
